So much babbling about a function that's present but not activated by default? No need to about:config. Here's the click-n-point way:
From the menus open Edit>Prefences>Advanced>General
Click the checkbox "Use Autoscrolling" and voilà!
So, is the problem with Linux or your reasoning?

Though I'm a long-time Linux user (I bounce between Fedora and Slackware), I'm in full agreement with the OP. There's no excuse for these kinds of defaults that really serve no purpose in the modern computing era.

Firefox in general is FAR more clunky than it should be in Linux. Hell, the entire reason Firefox became so popular was because it was a 'lightweight' version version of Mozilla. Unfortunately, these days we have a choice between Kiss-Your-Privacy-Goodbye Google Chrome, the file manager that thinks it's a web browser Konquerer, the idiot savant that is Opera, and bloated beyond all recognition Firefox. We need a new browser. Maybe when Midori matures...
